#503 PCjr CGA 320x200x16 mode does not honor background color changes.

Background color register change does not cause a change in background color while in PCjr (or Tandy 1000) 320x200x16 color mode. This is preventing 100% proper PLATOTERM output (which uses this to set the background after a screen erase)
