The AI is very good at hardest level (maybe it was worse when this topic was started in 2016). I only feel it's a bit too keen on removing continents from other players. Continents are important, but suiciding 20 armies to remove a bonus of 2 armies from one of the enemies is not always a wise choice, especially with Italian rules.
