Some people like to use .rst, but I recommend .txt because your computer already knows what that means -- double click on a .txt file, and it will open in TextEdit. To make an HTML file, you must already have Docutils installed. Use the rst2html.py program, which is part of Docutils. Open a shell (use Terminal), and run this command: rst2html.py myfile.txt myfile.html (Replace "myfile" with the name of your file.)
