[The reST specification page](https://docutils.sourceforge.io/docs/ref/rst/restructuredtext.html#hyperlink-references) says that phrase references end with ``\`_`` (or ``\`__``). But it looks like the ending string needs to be `` `_`` (or `` `__``).
