You did nothing wrong. The Georgian translations are part of the Docutils 0.21 release and should work as expected. However, in the project metadata file [docutils/pyproject.toml](https://sourceforge.net/p/docutils/code/HEAD/tree/trunk/docutils/pyproject.toml), the line that should announce this feature to the world is currently commented out. The reason is that the build system checks if the metadata tags belong to the set of official/canonical tags maintained at https://github.com/pypa/trove-classifiers/. Currently, Georgian is not in the set of natural languages known by Python classifiers :( There is a page outlining what to do in this case: https://github.com/pypa/trove-classifiers/.
