[Docutils-develop] Duplicate subsection names

Should it be a bug to prohibit this::

    Section A
    =========

    Subsection Foo
    --------------

    Section B
    =========

    Subsection Foo
    --------------

(It's currently making my life slightly annoying that it's prohibited,
but I can work around it.  No, I haven't tested with the latest CVS yet;
I'm too close to a production milestone.)
