[Docutils-develop] DocArticle in sandbox

The bbum sandbox now has the DocArticle writer.  It is, for all intents 
and purposes, a minimal, non-css, HTML writer that coincidentally spews 
HTML to the O'Reilly article spec.

It is not complete;  there are a number of directives that it will 
choke on, at this point.  I will fill in the implementations as I have 
time [and the need].   Is there some test restructured text source that 
exercises all required features?  That would be really helpful-- it 
would allow sandbox developers to very quickly test to make sure their 
writer is useful outside of the context that likely motivated the 
development in the first place.
