After a quick look at the patch, I'd be reluctant to apply it.  It's
duplicating effort that Docutils already takes care of: just set
settings.input_encoding and settings.output_encoding properly.  The patch is
limited to UTF-8 only.  Also, there appear to be some indentation issues,
probably hard tabs.
