There was a fix for Pygments >= 2.14 in [r9354].
Could you test if the problem persists with [Docutils 0.20](https://pypi.org/project/docutils/0.20/)?
(I am afraid, yes.)

Since Pygments 2.13.0, I am seeing several test failures most likely related to changes in white space handling. The test log is attached.
