[Docutils-develop] Python 3.7 test failure -- ``test_CLI``

test_CLI fails on Python 3.7 as "utf-8" is capitalised in the actual output. 
Attached is a patch to fix the failure.

I noticed it the test also fails on Windows, so I've included new a patch for that too (the regular expression should match a forward or a backwards stroke character).
