[Docutils-develop] Docutils 0.19 Release

Would it be possible to make a 0.19 release soon? 

Additionally, should we formally announce the intention to switch the default `html` to `html5` in the 0.19 RELEASE-NOTES? (currently we note that it "may" change, rather than giving any time scale or concrete position).
