Intended steps: * Fully backwards compatible change of "settings spec" processing. * Remove the DeprecationWarning filter in the test suite. * Consider moving to a new settings-spec format based on ordered dicts. * Converter class for the current format. * Use the new format in Docutils component. * Deprecate the old format and related helpers/hacks in "utils". We are currently suppressing related deprecation warnings in the test suite.
