Thank you for the confirmation. 
According to the `py` launcher documentation, [shebang line parsing](https://www.python.org/dev/peps/pep-0397/#shebang-line-parsing) is skipped when the first command-line argument starts with a dash ('-').
Could you check, whether the following note would help Windows users, please?

   version is specified, e.g., ``py -3.9 -u alltests.py``.

Running the test suite for Docutils on Windows 10 using [the instructions](https://docutils.sourceforge.io/README.html#running-the-test-suite) fails.

As instructed, I am now opening this bug report after checking that there is not already one.
