I don't run Python on Cygwin so probably won't be able to help, but
out of curiosity:

1. What is the output of the "dump" in question?

2. If you make sure to temporarily move/delete _all_ Docutils
configuration files
(http://docutils.sourceforge.net/docs/user/config.html#configuration-files),
do you still get the dump?
