Docutils documentation is hosted on sourceforge, therefore absolute links
to the documentation use docutils.sourceforge.io as base URL.
I don't know who set up the "docutils.org" domain and who is in charge of
it. It does not seem to be malign, though.
Relative links will resolve to "www.docutils.org" if called from there.
