Is there a dedicated service, using the PROTO object by instance, to create a new user with given login and password, and ignoring it if it already exists (with the same login) ?
The next step would be to automatically assign rights on shared folders for this user, but my first request is the most important actually. If not possible, is there a convenient way to achieve this?

Currently there isn't an API interface for account management. Although, there will be one in 2.0, which I am currently working on. So, there's no way to do it through PROTO at the moment. If you are looking to do this in batches, the scripts/userinsert.php script could be modified to do what you ask. It just needs to be setup to ignore users that already exist.
I'm shooting for 2.0 to be out by the end of the summer, if not sooner. Before it's ready, I will be posting a demo for anyone willing to log in and check it out, offer feedback, flame it to the fiery depths of hell, etc…
