Add a new "JAVASE9" Java API to point to the (upcoming) Java 9 API

Remove the icu4j-charset.jar library, which is provided as part of the MDIUtilities library
Fix some cases where a break would not be added before a "pre" element
Emit clear exceptions when parsing "html" or "math" content with "script" or "link" children
Add a "map" element to present OpenStreetMaps maps
Add the optional "float" attribute for "img" elements to allow the image to have the "float" behavior
Keep the case of characters for mediawiki and wikipedia elements for their description if there is no explicit description set
