#220 Add values for (table|informaltable)/@frame

From the TDG_0.0.18:
"@frame: Specifies how the table is to be framed. Note that there is no way to obtain a border on only the starting edge (left, in left-to-right writing systems) of the table."
The limitation exists only for CALS tables.
If we add only two values to frame , for example,right and left , we'll overcome this limitation in a simple and
not breaking way.

The DocBook TC is reluctant to make changes to the CALS table model. The CALS model was adopted in order to achieve interoperability with other CALS implementations. Extending our CALS implementation would break that interoperability. In our opinion, the tgroupstyle attribute provides a workaround for this problem.
