Sometimes the question element in an qandaentry is not appropriate for the TOC, because it might be long or contain complex block elements or graphics. Allowing titleabbrev in the info for qandaentry would allow an author to create a suitable short title for a complex question. There doesn't seem to be any other way to supply such a short title. With RelaxNG, the info elements can be tailored individually to the parent. In this case, title is not needed because the question element serves that function. But titleabbrev would satisfy an associated need specifically for a TOC. The stylesheet would use the titleabbrev in a TOC if is present, otherwise it would use the question element.
