#24 libval locking hangs iff file on nfs mount

I was testing a build of validate that was on a local mount. 'make test' uses the conf files in 'etc/' in the local dir, and strace of validate revealed it was hanging at :

fcntl64(3, F_SETLKW, {type=F_RDLCK, whence=SEEK_SET, start=1, len=0} for etc/root.hints

probably not worth fixing, as most installations probably won't have /etc (or /usr/local/etc) on a nfs mount...
