#210 missing prebuilt icons

While building 3.5.25.3, when neither from svg converters (rsvg, convert, inkscape) are present on the system, making desktopfiles/Makefile fails because not all from

PNGICONS = hi16-djvu.png hi20-djvu.png hi22-djvu.png hi24-djvu.png \ hi32-djvu.png hi48-djvu.png hi64-djvu.png hi72-djvu.png \ hi96-djvu.png hi128-djvu.png hi256-djvu.png

are present in the desktopfiles as prebuilt-*.png.

Please, either provide all prebuilt icons or apply something like patch enclosed.

Btw. desktopfiles/Makefile from 3.5.25.3 contained INKSCAPE = @INKSCAPE@ instead of INKSCAPE = false after ./configure due to missing check for inkscape in it. autoreconf -fi fixed it.
