#23 schedule meeting: meetings in the past

when somebody tries to schedule a meeting whose date
happens to be in the past a error message comes:
"Conference can not be scheduled less than 15 minutes
before the start time."
this is clearly wrong.

in such situations please change the error message to:
"Meetings can not be held in past. Please choose
appropriate date and time"
