I have an VMware Linux with bridged networking on that NIC where Dual DHCP DNS Server is listening on, configured as DHCP client....

This does not work since Dual DHCP DNS Server is not listening on that NIC until a physical Link-Partner is connected!
-- could you please allow an only virtually bridged NIC (without anything physically connected to it) to be supported as well?

    There is no issue with virtual or physical NICs, DualServer needs a static IP to listen.

    Dual Server do not care what kind of interface it is. The only requirement is it should have fixed IP (Dual Server donot listen on an address which is already allotted by another DHCP.
