Lose DNS every time we loose the internet connection

I've had a long-standing issue with the DNS server portion of DualServer that when we lose our internet connection (bad weather blocking reception or a power glitch) the DNS quits serving addresses and I have to manually restart the service to get it working again. Any ideas on how to fix this permanently?
