I am current switching to new notebook and keep receiving this error for my setup.

It looks like the user doesn't have permissions to read from device 30c9:00e6, so name and serial cannot be determined. Is this the device that you are interested in? Otherwise you can ignore the message. If the device only shows up on the new laptop it could be e.g. a built-in USB camera.

Dear Sir/mdm,
Good Day , thank you for your prompt reply , this is a new findings to me, my intention is to get the Software environment setup as a basic requirement , so I would ignore the error message as share by you,my interest is the new prototype which I need to reflash a new firmware which will coming anytime from this months.
I will looks into it later with the new prototype if still happend the same thing. Hoping everything goes well.
