No, Dev-PHP 3.00 does not currently have the HTML toolbar. I'm evaluating a better and more extensible way to replace it (maybe a customizable menu with code snippets).

dev-php is the best ide I've found so far.
But the interface at first is confusing.
All those little buttons and no descriptions when you hold the mouse over them.
I think that's definately needed so you can tell what you're pressing.
Please be more spescific. I see no problem with the editor.

Actually for some reason they're working now.
But there still aren't any for the html toolbar, I think it needs them.
