I am guessing that the user access rights on teh other machine are different perhaps. Vista seems to cause problems for Dev-C++ and I am guessing it is a 'security' feature. Your log did not exhibit the usual symptoms, but being a different version then we are used to, all bets are off.
It is not clear that you have applied suggestion (4) in my 2008-09-23 post. Your loga rather suggest that you have not. The 'fix' is described at http://sourceforge.net/forum/message.php?msg_id=4156252 and linked in the "PLEASE READ BEFORE POSTING A QUESTION" thread. Try that.
Note that the directions reference the directory C:\Dev-Cpp\libexec\gcc\mingw32\3.4.2, but your compiler version is older, so the relevant folder on your installation will be C:\Dev-Cpp\libexec\gcc\mingw32\3.2
