Although I got the path issue worked out, it seems that the parameters-autotrace.xml file is automatically passed to Internet Explorer which blocks the Active content - hmmm. I deactivated every thing I could in the security and IE settings - Any ideas? ( and thank you for your help ).

Well, it seems that installing the Java Runtime outside of the Program Files directory and off the root of C clear up the problem with the xml file spawning Internet Explorer.
