#3 Proposal to correct Link, ExtLink and formating tags

1) Currently, the ExtLink and Link tags cannot be used
within formatting tags. Within a large chunk of text,
the user currently can use either paragraphs or links
but not both.

2) Link and ExtLink are empty elements. This results in
a linking behavior that is contradictory to the style
used in XHTML, and results in certain accessibility
problems. (I.e., inability to make a link surround
relevant labels in a narrative text stream.)
