*ANNOUNCING* new GCC-4.8.1 builds before mingw-w64 runtime v3 are released.

GCC-4.8.1 has been rebuild with rev1.

     /
  5. /python-2.7.5./
  6. /GNU Make from git./

   * update mingw32-make to rev.6288.
   * update GNU Make to 3.99.91
