I can't say I fully understand encoding, codepages, locales etc, so here
goes; isn't the setting in favorites.xml indeed a user configuration option
(albiet quite non-obvious)?

(By the way, AFAIR, it was the LinuxDC++ people that wrote the setting and
its funtionality...)

It's possible that some people in adcs://devpublic.adcportal.com:16591 knows
more about this topic. (TLS enabled ADC client required.)
