[dcplusplus-devel] patch: anti-spam improvement

attached patch improves the current anti-spam guard for fake connections 
emanating from not-updated NMDC hubs by resolving addresses of protected 
servers instead of using hard-coded IPs.

also, moved it to the NmdcHub class since it's NMDC-specific.
