got it this time. :)
the problem was that WM_NOTIFY messages are sent back to where they came 
from, so i had to check for them directly into the tooltip control.

this patch also fixes a bug with ampersands that don't appear in the tab 
title (a simple way to see that is to open a search window and search for 
'&'); for that i moved WinUtil::escapeMenu into SmartUtil and that function 
is used to escape ampersands in tab titles.
