added drag&drop to the tab control; inspired by WTL's FlatTabCtrl. uses 2
event handlers; on left mouse down & up.
from what i could try it was ok, but it obviously requires more testing...
one thing i couldn't do, is when you try to drop a tab completely on the
right side and you expect it would move to the end. this doesn't work,
because then the mouseUp event occurs outside of the tab control and thus
isn't caught.
