#4 automatically restart xdcc download after disconnect

if xdcc bot or my internet connection have a disconnect,
the dccassist should try automatically restart the xdcc
download.
the xdcc bot should try automatically restart the xdcc
download till the xdcc download are finished.
there should be also a setting that one are able to set in
dccassist that for example every 5 minutes the
dccassist try to download from a dcc bot or try to
queue to a xdcc bot.

All sound like great ideas, so look for them in future
releases. I would expect that XDCC transfer restarts will
be implemented before the ability to set up timers for brute
force queueing.
