Bugs detected for 0.4 (dbpre-code-14)

Problems:

1. 0.4 archive not available under "Files".

2. Having downloaded snapshot from Code and and unzip'd it,
   run scripts c, capi then run the sample tests of cPCTB003B and cPCTB004B get:

Should be fixed now, download a snapshot from the link "Code" above, that "Files" stuff doesnt work for some unknown reasons.
