This was a feature added the command has to be done via private messages passwords and user information should not be shown in a channel.

Darkbot 8rc2: Apr 19, 2006

- Fine tuned what commands can be done where.  In particular
  any password related commands can only be done in private 
  now.
- Made some commands behave consistantly no matter where they 
  are invoked from.
- Added HELP COMMANDS.
- Don't try to send oversize messages, split at a space.

I am testing all possible triggers for the commands and for some reason or lack of concentration I bypassed QUERY(ies) on that one.

At this stage I'm only testing the commands following the latest helps from the page, exactly because I'm refining those pages - and also doing a quick search on the tickets before posting them, just in case there is anything about each one.
I'll keep doing the same way because the probabilities are that most of the commands don't get drastic ways of executing them, as this one, which I completely agree in being done outside of the public eye.

userlist.db (missing one user because I removed it with other command under testing.
