#39 !AUTOTOPIC 0 - wrong behavior

Turns it off as it should and messages the administrator but clears channel topic.

I think we should fix it by leaving the topic as is but also having '!TOPIC <new topic="">' voiding AUTOTOPIC (turning it off) by entering a new one.
This way users could have the option of changing it instead of leaving the one that -probably- were some important info needed for new users/joins during the period of AUTOTOPIC. </new>

Timer's working fine - changes topic, messages the administrator, cycles topic after 30' and do not messages administrator this time.
