For an executable work, complete source code means all the source code for all modules it contains, plus any associated interface definition files, plus the scripts used to control compilation and installation of the executable. ... itself accompanies the executable. Anyway, only the copyright holder can enforce the license, if the authors don't see a problem on distributing the binaries linked to fmod then it is not a problem, except or those who really require to have the fmod lib code. I personally hate this "tricky" section of GPL.
