Hi, I had successfully install Freeradius on Ubuntu 9.04 with Freeradius 2.1.6 and Daloradius v0.98. trying to set the ACL for different users, I can create users, but the ACL restriction given doesn't commit, and all function are enabled. I got to go to MySql to edit it. What could be the problem?

That's not a problem, I think you are just miss-understanding how the ACLs work.
Ticking' the checkbox only shows/hides the ACLs, you must actually choose Enable/Disable
    for each page.

Try it and get back to us, there's no problem which I know of in 0.9-8 regarding that.
