Not working in some distro's it needs to be updated /etc/rc.local does'nt exist in systemd

Worked fine for preliminary reboot. After the second reboot, I could not enter text under the "frozen" user. This is on Ubuntu 13.10--the directions are poor at best, and I'm not sure if what I want is what your designed for. However, I encountered the same problem when I was trying on my own to automate a Deep Freeze with crontab @reboot script, so problem may be something in latest Ubuntu. It is almost as if there are other files besides in home/username that control terminal input. I also wondered if there was something in gconf that messed up?
