That is because the smoke particles are much bigger than you can see with your eye, because they are very transparent at their borders. However, the hardware "sees" it, and puts a fog effect on it.
You may want to turn "disperse smoke" off - smoke looks better w/o that setting anyway.

OK, I disabled "disperse smoke" just in case.
However, after some more tests, it seems it's not really related to the smoke effect as a thought.
I noticed that foggy segments looks more foggy/opaque when displaying missile view or mini-map view, so it's rather related to the hud.
