This is not a duplicate of issue 19.
Contrary to Cave Story, MotoHeroez is a well know problematic WiiWare.
It never worked for anyone with emu nand.

I commented on this on the gbatemp forums, but for for the sake of documentation:
1. It works with 38rev17 but does not go online
2. does not work on d2x (base 56 tested)
3. does not work on d2x compiled with rev17 mode (by fix94)
4. does not work on rev21 (base 56 tested)
5. presence or absence of save file is irrelevant
6. the game looks really cool :-)
