[Cvw-general] MOO email for new or changed accounts

	When you create a new account in CVW, the MOO optionally
tries to email the new user.  If you compile the MOO using the
default set of flags, this will fail.  In order to allow the MOO
to make net connections, you need to define the flag OUTBOUND_NETWORK
in the file "options.h" in the MOO source code directory before
compiling.
