#274 wrap cvsgui_protocol into a DLL/Shared Object

It'd be nice if the cvsgui_protocol was available to
non-C++ languages as well.
A simple DLL or SO wrapper exporting the functions from
cvsgui_process.h should do as a starter AFAICT. Later
on a COM-server or something similar that doesn't
require language-specific headers might be nice as well.

    I agree with this for differnt(and delicate) reason.
    I am aware of multi-byte cultural sphere specific problem
    of CreateProcess on WinNT/2k/XP, so we want to fix it
    for the purpose of localization by simply replacing
    cvsgui_protocol "DLL".

    The reason for us makes no sence for you, and don't
    care. But it'd be nice having the easy way to override
    protocol for some reason.
