#234 Should ignore file change events for ignored dirs

I have marked several subdirectories of my CVS work
area as "ignored" (e.g the "bld" directory). Problem
is, every time I build, if I'm in "flat mode", the file
modification events for files in the bld directory
cause WinCVS to refresh the entire display, over and
over and over. It slows down the build tremendously.

It would be nice if WinCvs could attempt to ignore any
file modification events for files or directories which
are ignored.

    As of version 2.0.9, there is an option to turn off refreshes when WinCvs is in the background (reachable via menu Admin/Preferences.../Globals tab). This speeds up the build, only one refresh occurs when WinCvs is reactivated.
