How can I change the rights of sender to have only Circulation admin only..
I also do not want them to be able to have tights skip station.

The sender's access level is 8 in the program. You need to modify the code to disable the actions in the program. manu.php; circulation_details.php,showcirculation_sorted.php may need to be modified (change IF conditions for $_SESSION). Hope this helps.
