I'm fairly certain this applies almost identically to all the other VC makefiles, but I haven't attempted it.
Can you explain in what way this uses "Batch-Mode" ?

This is a pretty concise straightforward build-time performance improvement with no impact on generated code. I don't see any relevant thread on the list - are you saying you want me to start a new discussion thread pointed at this patch ticket?
I'm asking you to take it to the mailing list because I believe the guys that are most involved in the windows makefiles aren't reading this bug tracker.
The thread I'm referring to has the subject "VC Makefile changes/improvements" and is about changes and improvements to the VC makefiles in general terms, a description I think your suggested change matches.
