#383 to build for Interix 3.0 and 3.5

in the file lib/if2ip.c line # 36 if the following is
added:
&& ! defined(__INTERIX)

and to the file lib/if2ip.h line # 28 if the following
is added:
&& ! defined(__INTERIX)

the configure and build will work fine for Interix
versions 3.0 and 3.5.

This is an enhancement request. All code line numbers
are with reference to the 7.10.8 version of curl.
