#1378 config-win32.h: update for VC12

Visual C++ 12 (2013) has some C99 library additions. The attached patch reflects the following additions:

• inttypes.h header file
• stdbool.h header file with type bool
• strtoll function

Tested with VC10 and VC11 to ensure nothing breaks with the older compilers and with VC12 to ensure things still build correctly with the modifications being used - I will let my autobuilds test the earlier versions of Visual Studio.
